A
project of Enfants du Monde: from conception to implementation
The vision of the association is sustainable development, in collaboration
with local partners, through projects that are in accordance with local
development policies. Enfants du Monde endeavours to contribute to offer
a better future to children and their families and to act in favour of
a world with more justice and solidarity. By enabling children to acquire
a quality education and to receive quality healthcare, EdM hopes to contribute
in the long term to the economic and social development of the countries
involved.

Design of the project
Projects are developed on the basis of suggestions of our partners in
the field, in collaboration with the local coordination office and the
programme officer in the Geneva office.
The
projects must be related to one of the areas of action of Enfants du Monde,
meaning education or health, but must also take into account aspects of
« quality education » or « health promotion »
of children and women. The project should respond to an identified problem
and have identified resources and strategies.
Partners
in the field are selected on the basis of different criteria:

they have an excellent knowledge of the local issues, the content of the
project and have a strong network for collaboration,
-
they have developed their own actions and reflections related to the identified
problem,
-
competent professionals and members will be involved,
-
they have identified resources and strategies to respond to the proposal.
On
the basis of a first proposal, the local coordination office of EdM checks
the viability and feasibility of the project, analyzes the potential impact,
direct or indirect, and confirms the credibility and professionalism of
the partner.
2. Study and selection
A study at the site makes it possible to collect sufficient information
to submit a pre-project to EdM's Programmes Commission. This thorough
analysis should also include a complete vision of the situation of education
and/or health in the country (coverage, quality, policies of the State,
role of the local NGO, principal actors, etc).
If
the preliminary project receives a favourable opinion, the process continues,
with several discussions and exchanges as well as the submission of complete
financial documents.
The
programme officer in Geneva generally goes to the site to evaluate the
project and discuss with the local partner and the coordination office.
On his/her return to the office, s/he establishes a project over a 3 to
4 year period.
Each
project must then be submitted for approval to the Programmes Commission,
as well as to the Board of Enfants du Monde, before receiving the final
approval.
3. Obstacles: Complex programmes and time criteria
This rigorous selection process of partners and for the approval of new
projects makes it possible for Enfants du Monde to guarantee a project
of quality that corresponds to a vision of sustainable development and
that can have a positive impact on the life and future of children and
their family in the areas concerned.
The projects which EdM supports are complex, as much in the preparation
as in the implementation and time is a decisive factor. Indeed, a project
of sustainable development, to obtain tangible results requires a longer
time frame than in the case of emergency measures during natural disasters
or endemic peaks of diseases. The involvement of EdM with its projects
corresponds to a medium and long term timeframe.

Evaluation and follow-up of the projects
Each project is managed on the basis of an agreement signed between Enfants
du Monde and the local partner, which details the following elements:
objectives, expected results, modes of implementation and follow-up, financing
plan and budget. The projects receive regular follow-up by the local office
of coordination and at least once a year a visit from the team of the
Geneva office. Projects are audited by a local independent fiduciary and
are evaluated semi-annually.
